The legal status of the Pattandur Agrahara Lake (Survey No. 54) remains under intense litigation in the Karnataka High Court, where a critical status quo order currently halts all development on the land.
The legal battle has shifted into active Writ Appeals following significant developments in late 2025 and mid-2026.
The Status Quo Order (July 2026): In a recent hearing, the Karnataka High Court firmly extended the status quo, strictly prohibiting any construction, layout creation, or road building on the lake property. The court explicitly warned that any violation of this freeze would be treated with extreme severity.
The "Fraud Vitiates All" Stance: While private encroachers argued that the government's appeals were delayed by decades, the High Court Bench rejected those objections. The judges emphasized the legal principle that “fraud vitiates all”, ruling that serious allegations of land document forgery and the usurpation of a public waterbody must undergo deep judicial scrutiny regardless of how much time has passed.
The Twin Writ Appeals: The legal battle is currently playing out via two major tracking appeals - one filed by the citizen collective Namma Whitefield and another filed by the State of Karnataka. The Chief Secretary directed the State government to aggressively pursue this appeal to reclaim the lake bed after a single-judge bench initially dismissed the state’s challenge against an the alleged fraudulent land tribunal order due to procedural delays.
The core conflict stems from whether the disputed property is "Kere Angala" (a public tank bed) or private agricultural land. While private developers have attempted to use an allegedly fake Land Tribunal order to claim ownership, citizen group Namma Whitefield has produced old revenue records and historical data to prove that the site is a centuries-old public commons.
Separate parallel actions are also active via the National Green Tribunal (NGT) targeting illegal layouts and sewage lines encroaching on the lake's protected buffer zones.
